As we all know gwen has an older twin name Gwenie.
This two girls were gifted with super powers but their powers are different

But working together , they have 60℅ chance to defeat their Enemy.
But that doesn't mean they can't be defeated.
Gwenie was gifted with the power to freeze things just like Lionel Snart (stone❄cold) her boyfriend.
But the only difference was she didn't transform into an icing stone like Snart. 

Why Gwen on the other hand  has the ability to slow time ,so indirectly she is also know as the fastest lady.
Buy funny enough she didn't run like others speedstar.

But according to doctor ken theory in TLOS season 1  ken stated that time due slow in the face of speedstar , in the face of ordinary human they are fast but  in the paspective of speedstar they are slow.

Unless they met another speedstar like them.
But the question is how did Gwen rated among the speed star because she was never a speedstar.

Saminar Eric (Lastrong) stated in TLOS season 4  ," she is not fast ,because she moved just as regular human move . but its seams she pulse time.
But shalom break the record.

"She didn't pulse time she slow time. And we realized only a speedstar has a perfect explanation of Gwen power . if shalom.is the fastest man alive ,then gwen is the slowest lady alive.

This was the reason Saminar Eric also know as sam(Lastrong)  gave her a  hero name  turtle lady..
But gwen power come from her forehead there is a tattoo  n her forehead ,inside the deep hole come her powers

*good in combat and short sword.

WEAKNESS
*ONCE strike her forehead tattoo she lost her power for a short period of time.
Probably 2 to 5 days before regaining her powers back.
